After Independence, Delhi Customs made a modest beginning of export and import cargo clearance in a few roomed Customs House in Talkatora military barracks (the site where now stands the modern Parliament Secretariat Building, next to All India Radio).

The Customs House shifted to the present Central Revenue Building in Indraprastha Estate in 1956 when it became operational and which is now finally located in its own premises i.e. New Customs House near I.G.I Airport.

Till the year 1960 there were only about 6 or 7 Customs Agents. After the introduction of Customs House Agents Licencing Regulations 1965 a few more CHA licences were granted by the Collector of Customs.

With the increasing volume of import & export business, the number of agents rose to about 20 by the year 1972. Then Delhi Customs Clearing Agents Association (Delhi Customs Brokers Association now) formed with Col J.H. Chibber as its founder President.

Since, 1972 there was no looking back for the Association. The membership now stands at more than 1200. The Association is represented at all levels and in almost all the committees in various departments and is actively involved in day-to-day functioning of the working of various Customs Stations in Delhi Zone and Noida Customs. The Association also conducts training programmes, seminars & workshops and Annual get together for its members.

Delhi Customs Brokers Association is a member of the apex body of Customs Broker/Freight Forwarders i.e. Federation of Freight Forwarders’ Associations in India (FFFAI) which has its representations at the International Federation of Freight Forwarders Associations (FIATA) headquartered in Zurich.

Four of our former Presidents- Shri V. R. Naik, Shri Vinod K. Chowdhry, Shri Raman Raj Sud and Mr. S. Ramakrishna have been Chairmen of FFFAI.

The DCBA is now an active body serving its members in solving their common problems, in raising their standard by academic programmes/training and representing the interest of our trade in various Government Bodies and Organisations.

Mission

To play a major role to fulfil the objective of the members of Association and catering to the needs to its members by representing in various forums and Government Agencies like Ministries, Central Board of Indirect Taxes & Customs (CBIC), Custom Commissionerates in Delhi NCR Region and other Allied Agencies, Custodians and Associations for the betterment of EXIM Trade.

To provide latest update on Customs Rules & Regulations through circulating Public Notices, Circulars; etc, to hold training programmes, seminars and workshops, etc to upgrade its members’ capability & skills in reducing transaction cost and dwell time and to enhance efficiency for enabling their customers to compete in the international market.

KEY OBJECTIVES OF DCBA:

Acting as a bridge between Customs, allied agencies and other stakeholders to fulfil the objective, to address the issues of their members by representing in various forums, Ministries, Central Board of Indirect Taxes & Customs CBIC), Custom stations and other Allied Agencies etc. to facilitate for the betterment of EXIM Trade.

To serve the trade to increase the EXIM business of our country adhering to Customs Rules & Regulations, and related compliances.

To hold training programmes, seminars and workshops to upgrade its members’ capability & skill to reduce transaction cost and dwell time enabling their customers to compete in the international market.

To get the Customs Brokers fraternity prepared to go with the fast-changing digital era.

Collaborating with Customs for the Trade Facilitation for the larger interest of the EXIM trade and country’s economy.

To serve the Nation as Frontline Warriors during any crisis period like natural calamity or pandemic, etc for streamlining the cargo clearance and logistics operations.

To serve the fraternity through welfare activities in case of any need.
